It's just a mixture of sulfur and mercury metal. You basically mix mercury and sulfur then distill them together.
Why anyone would want to do that is beyond me. Mercury metal is much more interesting than cinnabar. On top of that the concept of distilling mercury is one that makes me cringe. (Not that I haven't done it a time or two.)

Cinnabar is chemically HgS. So you add sulfur to mercury metal and heat it in a sealed flask so as not to allow oxygen to mix with it.
